摘要
Y油田开发项目属于回购类项目合同,因其对合同者经济利益影响巨大、要满足业主对于项目控制的要求、影响合同者能否进入后期开发,所以进度控制至关重要。项目进度管理面临着项目工期紧张与工作量大、资源国审批冗长之间的矛盾,实现及时项目进度控制与当地承包商管理能力不足之间的矛盾,项目回购合同的高要求与合同者缺乏可借鉴的完善体系之间的矛盾。在实际操作中,主要是结合项目实行矩阵式管理和分级控制;科学合理编制进度计划,建立进度计量、监测及报告系统。还必须认识到计划管理是全体员工的职责;计划的编制要与实施过程中的监控分析并重;软硬件齐全是进度计划控制成功的重要保证。
Progress control is of prime importance in Y Oilfield development item which is buyback contract item because it has a great impact on the contractor's economic benefit and has to meet the owner's requirement for the project control,and,at the same time,it determines whether the contractor can continue later development.Item progress control is facing such contradictions as contradiction between tight time limit for the item and long-lasting approval by the resource country,between achieving prompt progress control and deficient management ability of local contractor,and between high demand in buyback contract and lack of the sound system the contractor can use for reference.In practical operation,the author advocates implementing matrix management and hierarchical control with the project reality,scheduling in a scientific and reasonable way and establishing measurement,supervision and report system for the progress,being aware of responsibility on managing the staff by plan,laying equal stress on planning and controlling analysis of operation process and realizing that complete software and hardware are the important guarantee for the success of schedule control.
