热带作物科技创新体系新模式的构建

New Model Construction of Tropical Crop Science and Technology Innovation System

在我国现行的具有分散特征和有组织的农业科技创新体系构架下,根据新形势对农业科技资源进一步优化配置的客观要求,分析了科学知识发现和技术发明与学科体系和热带作物产业技术体系之间的对应关系。以中国热带农业科学院为中心平台,以学科体系和产业技术体系为主线,提出了热带作物科技创新体系构建新模式,分析了该新模式对构建世界范围内热带作物科技创新体系和优化配置我国农业科技资源的参考意义,并根据研究结果提出了政策建议。

The current agricultural science and technology system structure with the dispersion characteristics and the or- ganization was used in our country. According to the objective request of the new situation of the agricultural science and technology, resources need to be further optimized. The corresponding relationships among the scientific knowledge discov- ery, technical invention, the disciplines system and modern agricultural industry technology system were analyzed. Using Chinese Academy of Tropical Agricultural Sciences as the central platform and the disciplines system and the tropical crops technology system as the main lines, the new model of the tropical crops science and technology innovation system was ex- plored. The reference significance of the new system model to the tropical crops science and technology system construction in the world tropical zone and the optimal allocation of the agricultural science and technology resources were analyzed in this paper. And finally the corresponding policy proposals according to the research conclusion were put forward.
