Letter petition system,an important element of China’s legal system,deeply based on society and ideology,provides the masses with a way to solve problems beyond legal system.It helps our Party and government timely understand opinions from the people,eliminate social contradiction,improve the work style and keep a close tie to the people.This paper has analyzed the cause of improper petition letter and put forward countermeasure accordingly,which brings about some pondering and sound practical significance.
