“211工程”高校自然科学学科科研创新能力的测量与地区差异比较——基于密切值模型和泰尔系数分解的研究 被引量:6

The Measure and Regional Difference Analysis on the Research Innovation Ability of Natural Sciences in Project211 University——Based on the Osculating Value Model and Decomposition of Theil-Index

摘要 基于"211工程"第三期时序数据(2006-2010年),构建了高校自然科学学科科研创新能力ICO(投入、载体、产出)指标体系,通过建立密切值模型测量了高校自然科学学科科研创新能力指数,并重点进行地区差异比较研究。从全国范围看,"211工程"高校自然科学学科科研创新能力由高到低依次为沪苏浙、京津冀、中部、其他东部及西部地区,区域分布充分体现国家布局特色;相对区域间不均衡,地区内不均衡程度更大,组内差异是总体差异最主要的来源;同时,各高校在具体的投入、载体和产出指标上同样存在差异,尤其在高端创新性人才、高层次科研产出等维度,多数科研创新基本条件已得到满足,高校竞争主要源于高层次创新性资源。在第四期建设中,"211工程"高校应强调积累学科知识和管理经验,分类发展定位、形成自身科研特色;在学术队伍建设上,高层次人才的培养与引进应当并重。 Based on the time-series data during the third cycle of "Project211 (2006-2010)", this paper constructs index system of universities' research innovation ability, measures the innovation index through "Osculating Value Model", and compares research innovation ability of natural sciences in Project211 universities between different regions. Firstly, the research innovation ability from high to low are respective as follows: Hu- Su-Zhe region, Jing-Jin-Ji region, Middle region, other East region, and West region. The distribution of universities' research innovation ability reflects the feature of national layout. Secondly, comparing to intra- regional imbalance, the inter-regional imbalance is even more significant; Thirdly, the specific ICO (Input Carrier Output) indexes are also different between different universities, especially the indexes which represents high level research innovation ability. In the fourth cycle of input and output recourses; universities should emphasize "Project211", the competition is mainly from top level the accumulation of subject knowledge and management experiences, pay special attention to suitable development patterns; in the aspects of constructing academic team, cultivate and attract of innovative talents should proceed simultaneously.
