社会管理创新依赖于政府管理和社会自治的高度融合,传统的国家治理观念急需更新。通过对国家理性与公共理性哲学的考量,认为符合公共理性的国家理性才植根于正义,提出以符合公共理性的国家理性来促进民主社会的实现,基于审慎思辨的审议民主推动公共理性的成长;而公共空间的建构,是国家理性走向公共理性的前提。

Innovation in social management depends on a high degree integration of innovation in government management and social autonomy.Thus concepts of traditional governance needs to be refreshed.Through the deep consideration of the national philosophy of rationality,authors believe that a state rationality which is conformed to public rationality is rooted in justice;which can be promoted by deliberative democracy and accessed through the construction of public sphere.
