摘要
新中国成立后相当长时间内,在外交运作上,公民舆论基本处于缺席状态;改革开放后舆论开始介入外交政策与实践。从世界的经验来看,舆论会破坏精致的外交运作,但也会防止愚蠢的外交冒险——从大历史的宏观眼光来看,国运昌盛系于后者。伴随着中国政治体制改革的深入和政治文明的倡导,舆论将发挥更大的作用,与外交相互促进,良性互动。
Public opinion had been absent from diplomatic affairs for a considerable time since the founding of PRC before it steps in since the adoption of the policy of reform and opening-up. Seen from historical and global experience, public opinion disturbs delicate diplomatic operations while prevents stupid diplomatic risks. Viewed from the grand-history perspective, this avoidance makes a country thrive. With the deepening of China＇s political reform and the advocacy of political civilization, public opinion will play a greater role and have a positive interaction and mutual promotion with diplomacy.
