摘要 应急通信网络必须能在紧急突发事件发生时利用多种通信技术手段快速、有效为不同用户群体提供可靠、灵活的通信服务。首先介绍了构建一体化应急通信网络的背景,然后说明了应急通信网络的构建要求。在此基础上,详细阐述了一体化应急通信网络体系框架的构想方案,并探讨了实现这种网络涉及的无线自组网、移动切换和QoS支持等关键技术问题。 Emergency communication network must utilize various communication techniques to offer reliable and flexible communication services for different user groups at the occurrence of unexpected events. In this paper, backgrounds of building integrative emergency communication network are introduced. Then, construction requirements of emergency communication network are explained. Based on above requirements conceive plan of integrative emergency communication network framework. In addition, some key technique issues involved in building this kind of emergency communication network are discussed, including wireless self-organizing network, mobile handoff and QoS support.
