摘要
本文回顾了英国在社会经济发展的不同阶段,针对零售业发展"市场失灵"带来的城市问题,在空间规划管理层面提出的干预政策措施。从1988年颁布的第一本"规划政策指引6"到2005年的"规划政策纲要6",反映出英国中央政府对零售业空间规划管理从提倡自由发展到强有力地空间引导的转变历程。这些政策措施,特别上世纪90年代中期制定的评估需求、顺序排列法和影响测试等,对保持城市中心的生命力和活力,控制城市中心以外区域零售业的无序发展发挥着重要作用。
This paper, taking the UK as an example, is intended to examine the policies and measures of spatial intervention addressing the urban problems caused by "market failure" in retail industry at different stages of socio-economic development. That the policy changed from PPG6 issued in 1988 to PPS6 suggests the transformation of thoughts of central government regarding implementing strict spatial governances on retail planning rather than relative laissez-faire regulations. We also find that specific intervention measures such as "assess need", "impact test" and "sequential approach" developed in 1990s play significant roles in maintaining the viability and vitality of town centers and preventing the retail sprawl.
