县域产业转型升级的思路、原则与实现路径——基于江苏沿海开发的分析视角

Ideas,Principles and Implementation Ways of the Transformation and Upgrading of Industry in County Areas——from the Perspective of Analysis on the Development of Coastal Area of Jiangsu

在江苏沿海开发上升为国家战略和长三角区域一体化的大背景下,沿海县域地区作为江苏未来经济发展的重要增长极,产业转型升级迎来了全新的机遇和动力。文章根据当前江苏沿海县域产业发展的状况与经济建设的特点,结合沿海开发战略,分析研究了产业转型升级的路径,指出江苏沿海县域产业转型升级应着眼港口开发、重视生态环境、争取政策扶持、加大要素投入、统筹临海临港产业、兼顾劳动密集型产业、创新产业升级载体、构筑沿海现代产业体系。

Under the background of the coastal area of Jiangsu being a national strategy and the integration of the Yangtze River Delta, the coastal county area is embracing a brand new opportunity and motivation as the most important increasing point in the future of Jiangsu economy. This paper has analyzed the approaches of industry transformation and upgrading and pointes out the industry transformation and upgrading should be focused on port development, eco-environment priority, policy support, enhancing elements input, coordinating coastal port industry, grasping labour-intensive industry, innovating vectors of industry upgrading and constructing a modem coastal industry system, in association with the strategy of coastal development, based on the characteristics of the status of industrv develonment nnd economic construction in Jiangsu province.
