服务外包产业园创新集群特征、系统结构与运行模式研究

Research on Innovation Cluster of Service Outsourcing Industrial Park:Characteristics,System Structure and Operation Mode

目前,我国服务外包产业园的发展仍停留在产业集群阶段,如何加快推进创新集群发展,利用创新集群优势来推进我国服务外包产业的发展成为重要议题。从系统论视角对服务外包创新集群自身的特点进行分析,提出由主体要素(企业)、服务与支持要素(政府、金融机构、中介机构、大学与研发机构)组成的服务外包产业园创新集群系统结构模型,对其运行模式进行设计,认为服务外包产业园集群创新能力的提升除得益于集群内部各要素间的交互作用外,还得益于系统创新动力机制、创新自组织机制和合作竞争机制的正常运行。

Currently the development of Chinese Service Outsourcing Industrial Park still lingers at the industrial cluster stage. How to propel the formation of the innovation cluster, and how to take the advantages of innovation cluster to speed up the Chinese service outsourcing industry has become an important issue. The main problem lies in the short of under-standing of the innovation cluster system. From the view of system theory, based on the analysis of the characteristics of service outsourcing innovation cluster, a system structure model of service outsourcing innovation cluster is put forward, including the main elements （companies） and the service and supporting elements（government, financial institutions, in- termediary institutions, university and research institutions）, then an operation mode for the innovation cluster is de- signed, which is benefited not only from the interactive functioning among cluster elements to increase cluster innovation capability, but also owes to the normal operation of systematic dynamic mechanism, innovation self-organizing mechanism and competition cooperation mechanism.
