当前城市民办养老服务机构发展中的问题及相关政策分析

The Analysis of The Problems and Relative Policies in The Development of The Urban Private Elder-Care Homes in China

目前我国城市养老服务机构的运营发展当中存在的主要问题一方面是当前养老机构数量还远远不能满足未来需求,另一方面是现有养老服务资源未能充分发挥其作用。问题的深层原因在于养老服务机构在服务能力和服务质量方面存在不足,并由此而导致低价格—低质量—低入住率的恶性循环。本文认为,各级政府和公众应该进一步重视民办养老服务机构的建设,坚持数量与质量并重的原则,通过政府和社会的支持而形成"质量提升—入住意愿加强—养老服务机构数量增加和经营状况改善—服务质量进一步提升"的良性循环。

There are currently two main problems in the operation and development of the urban private elder - care homes：the total bed number is not enough to meet the needs on one hand, and the lower utilization rates in many private homes on the other hand. The deep - seated reasons of the problems are that the service capacity of the elder-care homes is inadequate and the service quality is low. This paper suggests that the government and the public should pay more attention to the private elder-care homes＇ development, think highly of the quality advancement as well as the quantity increase, and form a well cycling system that is, by the support of the government and the society, ＂advancing service quality -enhancing elder＇s wish to enter the care home -increasing the home＇s quanti-ty and advancing the home＇s operation situation-raising the quality of the service＂.
