This paper introduces the construction principle of 'three examinations and four decisions' which is widely implemented in large and medium sized petroleum engineering projects,as well as the main problems appeared in the process.The reasons for problems are theoretically analyzed,the reasonable proposals are put forward including EPC integral implementation,design personnel training enhancement and quality and schedule controls.
