摘要
对影响地区科技人才开发的主要因素进行分析,并通过2001—2008年我国内地30个省份的面板数据进行回归分析验证,得出地区的经济发展水平、教育投入、科研经费投入、科技企业的数量等是影响本地区科技人才开发水平的主要因素。在此基础上提出强化科技人才开发意识、增加教育投入、完善科技人才培训体系、加大对科技型企业支持力度和提升科技人才吸引力等政策建议。
The paper analyzes the primary factors influencing the exploitation of regional scientific and technological talents, and verifies the result by making a regression analysis on the panel data between 2001 and 2008 from 30 provinces in China. It is concluded that the primary factors influencing the exploitation of regional scientific and technological talents are regional economic development level, educational input, scientific research fund input, and the number of scientific enterprises. On such basis, the paper puts forward the following relevant policy suggestions: strengthening the consciousness of scientific and technological talents exploitation; increasing educational input; perfecting the training system of scientific and technological talents; providing more support to scientific enterprises and improving the attraction to scientific and technological talents.
