摘要
我国大学学科建设中政府主要通过重点学科评选,"211工程"以及"985工程"等手段对大学学科建设进行介入。从对政府在大学学科建设与发展介入的历史和现实的考察来看,政府对大学学科建设的介入形成了事务性、非均衡性以及碎片化特点,与此同时,也带来了介入过度等诸多问题。政府只有通过有限介入,健全立法机制,建立有效的宏观调控机制,构建整体政府,引入社会机制等措施,方能解决这些问题。
In China,the government interferes with university academic program development mainly through national key discipline ranking and various project launches,such as the launching of Project 211 and Project 985.However,generally speaking,no matter in the past or at present,Chinese government's intervention in university academic program development has been rather routinized,unbalanced,fragmented and overdone.To solve those problems,Chinese government need to transform itself into an integrated government,restrain from excessively interfering with the university administration,introduce legislative measures,establish effective macro-regulatory mechanism,and cooperate with other non-governmental organizations in promoting university academic program development.
