欠发达农村“一事一议”制度与“能人”激励

“One case,one meeting” System in the Underdeveloped Village and the Incentive for “Capable people”

公共品供给不足及"一事一议"制度运行效率低下是中国欠发达农村普遍存在的问题。通过对"一事一议"运行机理的分析发现,欠发达农村"发起人"的工作能力和积极性是影响制度运行效率的重要因素。合理的激励机制,能够激发"能人"主动承担"发起人"的角色,为"一事一议"的正常运行提供重要的保障,从而最终提高欠发达农村公共品的供给效率。

The universal problem in the underdeveloped villages is that the supply of public goods is shortage,and the operation of ＂One case,one meeting＂ system is inefficiency.Based on the analysis of the ＂One case,one meeting＂ system,the thesis found that the capacity for work and motivation of ＂Capable people＂ is the important factors influence the operating efficiency of the system.The reasonable incentive system can stimulate the ＂Capable people＂ to undertake the ＂sponsor＂ by themselves,to ensure that the ＂One case,one meeting＂ system can be operated smoothly,and finally to improve the supply efficiency of the public goods.
