Discipline construction is the everlasting topic and core project in the development d higher education. The level of discipline construction reflects the education quality and the level of a university. The combination of the primary party organization construction and the discipline construction urge the affection and promotion of them. It is an important measure in realizing leapfrog development of universities. The primary party organization should promote discipline construction in unlversifies, realize the co-construction of the party meraber team and dis- cipline backbone team,exploit their advantages to the full, set up series of highly efficient and flexible working operation system,includlng deci- sion- making,guarantee,incentive and regulation mechanisms.
