论村民分化背景下的乡村政治信任重建

On Reconstruction of Rural Political Trust in the Context of Villagers Differentiation

改革开放以来,村民分化已成为中国农村备受关注的社会现象,而乡村政治信任的重建则是现阶段涉及农村政治稳定和发展的重要问题。在村民分化的背景下,乡村政治信任重建面临着地方基层政府的角色冲突、村庄治理能人与非治理能人的权势博弈、村庄能人与普通村民之间的地位不平等等多重因素的影响。基于村民分化的考察视角,当前乡村政治信任构建的滞后有经济、政治、文化等各方面的原因。在村民分化的背景下,需要通过加快发展乡村经济,消除村民因经济原因而造成的公共参与不平等;完善村民自治制度,提升普通村民在村庄公共参与中的地位;加强教育培训,提高干部和群众的政治文化素质等等举措,有效促进乡村政治信任重建。

Since the beginning of reform and opening up, the villagers differentiation has become a social phenomenon of concern in ru- ral China, and the reconstruction of rural political trust is a serious issue at this stage involving rural political stability and develop- ment. Against the backdrop of villagers differentiation, the reconstruction work is affected by such multiple factors as role conflicts be- tween local grassroots governments, power games between governance hotshots and non -governance hotshots in villages, and unequal status of village genii and average villagers. Examined from the angle of the villagers differentiation, the paper holds that the rural po- litical trust construction lags behind owing to various economic, political and cultural reasons. The paper maintains that the rural polit- ical trust construction can be effectively promoted by accelerating the development of rural economy, eliminating the inequalities of public participation of the villagers due to economic reasons, perfecting the villager autonomy system, enhancing the status of average villagers in the village public participation, strengthening education and training, and improving the political and cultural qualities of cadres and the masses.
