统筹我国城乡医疗卫生发展的几点思考

Reflections on Coordinating Urban and Rural Health Development

当前我国城乡医疗保障在城乡医疗卫生资源拥有量、医疗保障等方面差距依然很大。要改变医疗保障的二元结构,必须完善我国农村医疗保障制度,逐步消除我国城乡在医疗保障方面存在的差距。文章以我国城乡"二元化"医疗保障制度为研究对象,以建立城乡一体化医疗保障制度为目标,结合我国城乡医疗保障制度的实际情况,分析了我国城乡的医疗保障制度存在的问题,在此基础上,提出了实现我国医疗保障制度城乡整合的目标构想及措施建议。

Nowadays, in China there is still a big gap between the city and the countryside in medical and health resources and medical insurance. To change the dual structures of medical insurance, efforts should be made to improve rural medical insurance system and to gradually eliminate the urban and rural medical insurance gap. This paper, targeting at China＇ s urban and rural dual medical insurance systems, taking the establishment of the integrated medical insurance system in urban and rural areas as a goal, based on the actual situation of China＇s urban and rural medical insurance systems, analyzes the problems in the urban and rural medical insurance systems and puts forward some ideas and suggestions to achieve the goal of China＇s medical insurance system integrating rural residents with urban residents.
