高校突发事件应急预案管理思考

On Management of Contingency Plan for Emergencies in Universities

作为高等教育和科学研究基地,高等院校在和谐社会建设中具有特殊地位。高校一旦突发事件,其影响和损失是不可估量的。笔者通过解读《中华人民共和国突发事件应对法》,对高校突发事件的概念、种类以及应急预案管理中的等主要问题进行分析和研究,探讨一套切实可行的高校突发事件应急预案管理机制,希望能在高校突发事件应急管理理论与实践上有所突破和创新。

As the base of higher education and scientific research, the universities have a special status in building a harmonious society. Once the emergencies occur in universities, the impact and loss is immeasurable. Through reading the ＂the Law of People＇s Republic of China on Dealing with Sudden Incidents＂, the authors of this paper study the concept and the types of the university＇ s emergency, as well as major issues in the management of contingency plans in universities, and then offer a set of practical management mechanism of emergency plans in universities. It is hoped that there will be a breakthrough and innovation both in theory and practice of the management of contingency plans in universities.
