以菏泽市县域为例,从人力资源、财力资源、基础条件、组织机构、公共事务、社会关注等多个方面,还原性剖析县域科技管理系统处于严峻的生存、生态和发展环境,多维度地揭示当前县域科技管理能力不高的深层次原因,为增强山东省和全国县域科技管理能力的决策性研究提供基本依据和深度参考。

Taking county in Heze city as an example,from many aspects of human resources,financial resources,basic conditions,organization,public affairs,social concerns,reductively analyzing prefectural region science and technology management system in a grim survival,ecology and development environment,multi-dimensional to reveal the deep-seated reasons that the prefectural region science and technology management ability is not high,in order to provide a fundamental basis and in-depth reference for decision-making research on enhancing Shandong Province and countrywide county science and technology management capabilities.
