浅谈素质教育的立法保障

On the Legal System to Ensure Quality Education

当前我国素质教育的发展仍存在诸多障碍,应试教育还有很大市场。破除外部人文环境和培养模式的阻碍,需要国家强制力予以保障。也就是说,素质教育必须以法律的形式贯彻实施。现阶段需要构建完整的素质教育法律体系,并从法律规范结构、立法原则等方面进行完善。

At present, there are still many obstacles to the development of quality education, such as a single concept of success, exam oriented education system, unreasonable distribution of educational resources and so on. In order to get rid of the obstacles, we need the whole nationg force to ensure. So the quality education must be applied in a legal form. Though the Compulsory Education Law had stated the principle of quality education, at this stage we should build a legal system of quality education.
