河北省战略性新兴产业发展的科技政策现状与对策分析

Analysis on Current Situation of Technology Policies and Countermeasures about Strategic Emerging Industries in Hebei Province

战略性新兴产业是引领河北省未来经济社会发展的重要力量。战略性新兴产业的发展受技术创新的驱动,依赖科技政策的支持。目前,河北省在支持战略性新兴产业发展科技政策方面存在科技经费投入强度较低、R&D经费结构不合理、科技成果转化率低等问题。为此,要加大R&D经费投入,优化其经费支出投向结构,加强人才队伍建设,做好科技政策规划工作。

Strategic emerging industries are important force which can lead the development of Hebei economy and society. The development of strategic emerging industries is promoted by technology innovation and relied on the technology policies. At present, Technology policies of Hebei province have series of questions in supporting strategic emerging industries. For example, strength of the technology input is still low, the structure of R＆D budget is unreasonable, and the transformation rate of scien- tific and technological achievements is very low. So, we should enlarge the R＆D funds input, optimize the expenditure invest- ment structure, strengthen the talent troop＇s construction and accomplish the science and technolozv stratezv plannin~ lob.
