路内停车管理对策

Urban Roadside Parking Management

城市停车矛盾和由此产生的社会问题日益突出。首先,探讨了停车需求是否必须满足路内停车的功能定位以及如何缓解停车问题。其次,从法规政策的角度定义停车,分析法律法规关于路内停车管理的规定。然后,总结路内停车现行的收费标准和违法成本,分析国外及国内部分城市严管路内停车产生的多赢效果。最后,提出了以严管路内停车为突破口来缓解城市停车矛盾的对策建议。

Urban plight and the resulting social problems have become increasingly worrisome in cities.To study the widespread problems of urban roadside parking and to promote effective solutions,this paper first discusses some questions,such as parking demands should be met or not,the function of roadside parking and how to seek the breakthrough point of parking problems.The paper also gives the definition of roadside parking and analyzes the rules about parking management according to regulations and laws.The paper summarizes the current parking fee standards and parking violation charges in China,and the successful parking management and enforcement models used in China and elsewhere in the world.Finally,the paper proposes the preliminary methods to relieve parking problems though strictly parking enforcement.
