关于被征地农民信息公开申请情况的调查分析

Investigation and Analysis on the Application for Open-Information of Land-Requisitioned Farmers

知情权是被征地农民在征地过程中保障自身权益的重要权利,信息公开制度为被征地农民行使知情权提供了法制平台。经实证调查,发现被征地农民对信息公开申请权的认识还很不足,数量有限的信息公开申请有着较高的集中度,权利行使呈现出工具化倾向;而信息公开工作人员对信息公开制度在持认同态度的同时,也承受了因职责划分与公开标准模糊等带来的工作压力。这些情况都反映了只有进一步完善信息公开制度,才能更好地保障被征地农民的合法权益。

Right to know is an important right for land-requisitioned farmers;and the system of open-information provides legal platform for exercising the right of being informed.The survey shows that land-requisitioned farmers are lack of recognition of the right of application for open-information;a limited number of applications are with a higher concentration;the exercising of right presents the tendency of instrument;the staff who approved of the system of open-information have to bear the job stress because of overlapping responsibilities and open standards.All these situations were reflected impels us to take perfect open-information system to ensure land-requisitioned farmers' lawful rights and interests.
