摘要
中国农产品流通体系内生于我国经济社会发展、小农经济和流通体制快速变革之中,也受到全球化、信息化等非传统因素影响。在这样的双重趋势下必然出现产销对接困难、市场秩序混乱、标准化规范化落后、宏观调控政策不到位等众多问题,这些问题又与生产环节、公益性批发市场、信息服务体系等几个关键节点密不可分。本文指出我国农产品流通体系建设必须适应我国经济社会及生产和消费模式,必须确保城乡人民生活需要,确保食品安全。建立起多元渠道并存、高效快捷安全的流通体系,政府应着重在改变观念、完善法律制度、做好规划、建立风险机制等方面进行完善。
China's agricultural products circulation system was born in the rapid development of economic and social and rapid transformation of smallholder agriculture and circulation system,and also affected by globalization,information technology and other non-traditional factors.Inevitablely in the double trends,many issues appeared such as production and marketing docking difficulties,market disorder,the backward standardization,and policy of macnoscopical adjusting controt does not reach the designated position and so on.The problems are inseparable with the key nodes such as production chain,public service wholesale markets,information service system.This article pointed out that China's agricultural products circulation system must adapt to China's economic and social production and consumption patterns,and it must satisfy that people's living standards necessary,and ensure food safety.In order to establish a multi-channel co-exist,efficient,safe and fast circulation system,the government should focus on the change of mindset,legal system improvement,good plan,and the establishment of risk mechanism.
