基层团组织建设是近几年举全团之力重点实施的工作任务,而科学发展观作为党的重要理论体系为基层团建提供了科学的发展方向和严谨的理论支撑。面对当前年轻人思想活跃、流动性大;社会组织形式多样、部分基层团组织不健全等诸多新问题和新变化,如何更好地联系基层实际,注重协调发展,加强全面建设,使团的基层组织建设更加符合科学发展观的要求,切实推进基层团组织科学建设与发展。

Building basic level infrastructure and operations are important job for Communist Youth League （CYL） in recent years. Scientific development concept is always as guide line to develop basic level infrastructure. This thesis will discuss how to use scieutific development concept work in CYL＇s basic level tasks. Now the Chinese teenagers move frequently, and have more active mind. Also there are multiple social organizations to attract teenagers. The CYL＇s basic level organizations lack of active, it is hard to attract teenagers to join the movement. To solve these new problems and change for the difficult situation. it needs the scientific development concept to guide the basic level CYI. operations. All new operations will build and create a new basic level infrastructure of CYL. At same time, CYL operations need work under the Chinese Communist Party＇s lead. CYL need face fact of society and work with young people and service for teenagers. The Young teenagers League members will help CYL finish the new tasks and improve economical development. At last, finish all tasks and operations, the CYL will finish the most important job in next years.
