德宏边境地区“三非”外国人现状的思考与对策

Thoughts and Countermeasures towards "Three Illegal" Foreigners in Dehong Border Areas

近年来,"三非"外国人带来的社会问题越来越受到关注,不仅京、沪、穗等国际化大都市受到"三非"外国人问题的困扰,位于中国西南边境的德宏傣族景颇族自治州也深受其害。"三非"外国人破坏国(边)境管理秩序,扰乱社会秩序,影响城市形象等严重影响了德宏州的社会经济发展。

＂Three Illegal＂ foreigners （ refers to foreigners who have entered illegally, overstayed their visa or been employed without obtaining a work permit） lead to social problems which arouses increasing attention. Not only international cities such as Beijing, Shanghai and Guangzhou are plagued by problems caused by ＂Three Illegal＂ foreigners, Dehong Dai and Jingpo Autonomous Prefecture, located in China＇s southwest bor- der, suffers as well. The ＂ order, and affect the image ture. Three Illegal＂ foreigners, who destroy the administration of border, disturb social of the city, seriously damage the socio-economic development of Dehong Prefecture.
