铁路工程建设是国家大中型基本建设的重点领域,直接关系到国民经济的发展计划,其投资控制始终是关注的重点。那么,如何依据相关法规和定额编制建设项目的概预算,并在后续阶段有效控制其投资,是值得分析与探讨的问题。针对目前概预算编制存在的5个方面的主要问题,提出提高工经专业人员的业务素质、加强对概预算基础资料的调查收集与分析、深化施工组织设计及加强对概预算法规的学习与掌握等相应措施。并结合工程实例阐述概预算编制原则、编制方法、个别概算编制,以此来验证采用相应措施的可行性。

The railway engineering construction is the key fields in the large and medium - sized basic construction. It directly related to the development of national economy plan and the investment control is always a focus of concern. Thus, how to according to the relevant regulations and norm compile the budget of construction project, and effectively control of its investment in subsequent stage, is a problem need to analyze and discuss. In view of the current existing five aspects of the main problems in the budget, the measures that enhancing the professional work personnel ＇s service quality, strengthening the collection and analysis of the budgetary estimate foundation investigation data, deepening the construction organization design, and strengthening the learning and mastering the budget rules and regulations are put forward. Combining with engineering examples, the project budget and compiling method, the principle of individual budget table example are elaborated in order to verify the feasibility of the corresponding measures.
