This article analyzes the main factors of causing comprehensive cost index difference and influencing comprehensive cost index according to the engineering cost composition and find out the key to provide reference for engineering project investment estimation, the design phase establishment budget estimate, the examination of design documents and investment by competent departments and reasonably determination of the project cost.
