现行体制下装备联合保障建设问题及对策研究

Study of the Construction Problems and Countermeasures of Equipment Joint Support in Current System

联合作战是信息化条件下作战的基本样式,装备联合保障是联合作战的客观要求。推进装备联合保障建设创新发展,不仅是当前我军现行装备保障体制下应对多样化军事任务装备准备的迫切需要,也是我军装备保障建设长远发展的战略考虑。在对装备联合保障认识的基础上,从法规体系、运行机制、资源结构、保障信息和保障训练5个方面,提出了当前我军装备联合保障建设存在的问题,并给出了相应的对策措施。

Joint operation is the basic mode in the campaign under the information. Equipment joint support（EJS） is the objective request of joint operation. Promoting the innovation and development of the construction of EJS is not only for meeting with the urgent needs to cope with the military diversification mission in the current equipment support system of PLA, but also for strategically considering the construction of EJS in the long-term. First, based on the concept of EJS, existing problems of EJS construction are presented from five aspects, rules and regulations, operation mechanism, resource configuration, support information and support training. Then, corresponding countermeas- ure suggestions on how to solve the problems are offered.
