This paper introduces the structure, function and working mechanism of viable systems model（VSM）. It describes the circular administrative levels of ordnance materials depot operation management, and applies the VSM to the circular administrative levels. VSM greatly improves the stability, viability and working efficiency of ordnance materials depot operation management, which offers operation elements autonomous system.
