辽宁经济发展方式转变路径分析

Analysis on transformation path of economic development mode in Liaoning Province

改革开放三十多年来,辽宁经济保持高速增长状态,对资源和能源的需求不断增加,资源和环境的约束已成为制约辽宁经济发展的重要瓶颈,转变经济发展方式、提高经济发展质量势在必行。立足辽宁实际,在明确辽宁经济发展方式转变要遵循的四个原则的基础上,提出辽宁经济发展方式应从土地、劳动力、资本等生产要素依赖型向科技进步依赖型转变,从投资依赖型向消费、投资、出口均衡推动型转变,从不可持续发展型向可持续发展型转变,从片面追求经济增长型向经济社会协调发展型转变,从固化城乡二元结构型向消除二元结构型转变五种转变路径,这对辽宁实现经济社会可持续发展具有十分重要的意义。

After over thirty years since reform and opening up, the economy in Liaoning Province keeps growing rapidly, whose demands on resource and energy has been increasing continuously. The constraints .of resources and environment have become a critical bottleneck restricting the economic development in Liaoning Province. Hence, it is an inevitable trend to transform the economic development mode and improve the economic development quality. Based on the actual situation of Liaoning Province, the four fundamental principles of transformation of economic development mode in Liaoning Province are identified, and five transformation paths of edonomic development mode in Liaoning Province are proposed, namely, to transform from dependence on production factors such as land, labour force and capital to that on scientific and technological development, to transform from dependence on investment to balanced drive by consumption, investment and export, to transform from unsustainable development to sustainable development, to transform from single pursuit of economic growth to coordinated development of economy and society, and to transform from solidifying urban-rural dual structure to eliminating the dual structure. The five paths have great significance to the sustainable development of economy and society in Liaoning Province.
