职业卫生监管以及相关标准中存在的问题及建议

提出当前职业卫生监管和职业卫生标准实际应用中存在的一些问题,并针对问题提出建议。在职业卫生监管方面,部分法规内容不清晰,职业卫生法规与其他法规交叉地方不明确,建议尽快出台职业卫生培训、职业卫生评价和检测、建设项目可研报告职业卫生专篇编制规范、建设项目初步设计职业病防护设施设计专篇编制规范以及各种职业卫生技术服务工作收费标准等配套监管规章。在职业卫生标准方面,缺少职业卫生评价方法的标准,缺少职业病危害严重企业的强制性标准,缺少编制检测报告的标准或导则,部分物质缺少检测方法和职业接触限值。因此,职业卫生监管和职业卫生标准的部分内容已经不能满足职业卫生工作的需求,需要完善职业卫生监管体系和政策,加强职业卫生标准的修订,以促进职业卫生管理工作。

This article elaborates the problems existing in the occupational health supervision and standards,and put forward the suggestion according to the problem.In supervision,some statutes contents aren＇t clear.It is not explicit that the statutes cross with other statutes.There are suggestions that department should promulgate statutes on occupational health training,measurement and assessment,technical guidelines for occupational health specially of FSR（feasibility study report） and preliminary design,and toll statutes as soon as possible.For occupational health standards,there is lack of occupational health standard evaluation method,mandatory standards for occupational hazards serious enterprise,technical guidelines for measurement report,measurement methods and occupational exposure limit of some chemicals.Therefore,some the occupational health regulations and occupational health standards can not meet the need of the occupation health work.It is necessary to improve occupational health regulatory system and policy,to strengthen the revision of the occupational health standards so as to promote occupational health management.
