中国正处于社会转型时期,社会急剧变迁以及各种自然灾害、人为事故频发,对我国社会的稳定、和谐与发展构成了严重威胁,社会风险大大增加。为了有效抵御社会风险的冲击,提高风险管理的有效性、增强组织对风险的抗逆力十分必要。社区是社会组织"金字塔"的奠基层,是社会、政府、个人联系的纽带,增强社区的抗逆能力,提升社区抗逆作用的起点,建立社区抗逆的资源储备,完善社区抗逆过程的运行机制,对于提高社区的自保自救能力、促进整个社会风险管理水平的进步具有重要的理论与实际应用价值。

China is in its social transitions,and the rapid changes,natural disasters of all kinds,and frequent human error accidents have posed a hideous threat to the stability and harmonious development of our society,and they have increased social risks greatly.It is necessary to lessen the shock of social risks,and to effectively manage the risks,so to strengthen an organization's resistibility against the risks.Communities are both a base for social organizations,and a bond to tie up society,governments and individuals.Strengthening a community's resistibility against risks and its ability to self rescue and protect will help advance a society's risk management both in theory and in reality.
