摘要
我国现行的《高等学校财务制度》已不能适应事业单位财务规则的变化和公共财政改革、高校财务管理、高等教育事业发展的需要。国家财政部教科文司下发了《高等学校财务制度(修订稿)》,并向社会广泛征求意见。根据《修订稿》的内容,阐述了高校财务制度修订的必要性,分析了新制度将对高校财务管理带来的影响,提出了高校应对新财务制度改革的措施和《修订稿》需要改进和完善的一些意见和建议。
China＇s current ＂higher education finance system＂ can not adapt to the change of institution financial rules and public finance reform,and it can＇t meet the demands of college financial management and higher education＇s development.Therefore,national ministry of finance educational,scientific and cultural department issued ＂the higher education financial system（revised）＂to the society and seek for advice extensively.According to these,this paper expounds the necessity,and analyzes the effects the new system will bring to the college financial management,and puts forward corresponding measures and reform suggestions.
