摘要
把效率视为第一公理的传统公共行政日益暴露出其致命缺陷,它极大程度地忽略了人的价值和人的行为主体意义。建立在公众参与、利益调节以及多元一致基础上的协同治理价值体系初步形成,并有效排除了人们感到受压、非人化和被疏远的心理。多元的社会力量在相互影响、相互作用的公共治理中践行协同治理价值体系,是实现行政哲学由对抗转向妥协理性的方式与途径。
The traditional administration which takes efficiency as the first axiom has increasingly exposed its fatal defect: it largely ignores the value of man and its significance as the behaviour subject.The value system of collaborative governance based on public participation,benefit regulating and multiplicity consistency governance has taken its initial shape,and effectively ruled out people's psychological feeling of being "pressured,dehumanized and estranged".Multiple social forces practise the collaborative governance value system in public management through mutual influence and interaction,and this is way and means to transform the administrative philosophy from confrontation to compromise rationality.
