农民集中居住引发的问题及思考——成都市龙泉驿区调查分析

Problems and Thoughts of Farmers' Centralized Residence

以成都市龙泉驿区为例研究农民集中居住的安居工程,调查表明这一政策的实施改变了农民居住环境,促进了农民生活方式的转变。在此基础上分析了该工程中存在的问题,如政府的安置措施及机制不当、补偿安置房存在质量问题、房屋的"购补机制"不合理等。针对这些提出了相应措施及建议,即增加集中居住区农民的收入、完善房屋设计与服务体系、落实产权政策等。

With Longquanyi District of Chengdu City as a case to study farmers＇ centralized residence,as indicated by the investigation,the policy changed farmers＇ old way of living and producing.However,in centralizing farmers＇ residence,the district was confronted with several problems,such as the government＇s improper settlement measures and mechanism,resettlement housing of poor quality,the Scissors Gap in relocation compensation,et al.Aiming at these problems,corresponding countermeasures and advices were put forward,namely increasing farmers＇ income,improving house design and service system,etc..
