摘要
基于《2011年中国高技术产业统计年鉴》数据,利用DEA基本模型,对我国25个省、市、自治区2007-2010年的创新活动效率进行评价,结果表明:全国各省市区创新活动的效率普遍不高,DEA有效省市区只有5个;20个DEA无效省市区中大约有50%存在投入冗余现象,有60%存在产出不足。为提高我国省际创新活动的效率,缩小地区间创新效率的差异,应强化政府引导作用,完善R&D人才激励机制,加强地区间的R&D合作,提高企业自主创新能力。
Based on the data of statistical Yearbook of China's High-Tech industry in 2010, this paper analyzes the R&D efficiency of High-Tech industry in Chinese 25 provinces, municipalities and autonomous regions by using the DEA model. The result shows the R&D efficiency of the High-Tech industry is generally not high and only 5 provinces, municipalities and autonomous regions are DEA efficient. Additionally, the inputs of about 50 percent of the 20 invalid regions are redundant, and the outputs of 60 percent are insufficient. To improve the R&D efficiency of High- Tech industry and narrow the difference of inter-provincial R^D efficiency, government should enhance its guiding role, and enterprises should im- prove the R^D personnel incentives and enhance inter-provincial R^D cooperation, improve their own capacity for independent innovation.
