贵州省疾控机构卫生检验人力资源现状分析

An Analysis on Hygiene Inspection Manpower of Disease Prevention and Control Institutions in Guizhou Province

目的:分析贵州省疾病预防控制机构卫生检验人员配置现状和存在的问题,为合理配置及开发检验人力资源提供依据。方法:利用2010年贵州省卫生事业统计报表资料,对省、地(州、市)、县疾病预防控制机构卫生检验人力资源状况进行描述性分析。结果:全省每千人口有疾控机构卫生检验人员0.012人,低于全国0.019人的平均水平;贵州省卫生检验人员以45～54岁为主,占39.7%,高于全国平均水平,省、地(州、市)级分别占48.6%和56.7%,大专和中专学历占72.6%,高、中、初级、无职称人员的比值为1∶5.93∶9.86∶1.07;在所学专业构成上,医学技术专业仅占42.0%。结论:贵州省卫生检验人力总量不足,年龄趋于老龄化,人员专业素质偏低。

Objective： To analyze the allocation situation and existing problems of hygiene inspection personnel of disease prevention and control institutions （CDCs） in Guizhou province, and so as to pro- vide basis and guidance for reasonable allocation and development of hygiene inspection manpower. Methods： A descriptive analysis on hygiene inspection manpower of the provincial, municipal and county CDCs in Guizhou province was performed by using the data of Guizhou province health service statistical report in 2010. Results： The number of hygiene inspectors was 0. 012 people per thousand population, which was lower than national average level （0.019 people）. Among the hygiene inspec- tors, the age of 45 years to 54 years accounted for 39.7% which was higher than national average level, and hygiene inspectors （age 〉 45 years） of the provincial and municipal CDCs occupied 48.6% and 56. 7% respectively. The proportion of inspectors holding junior college and technical secondary school education background was 72.6%. The proportion of inspectors with senior , medium, junior and no professional titles were 1： 5.93： 9.86： 1.07. Inspectors graduated from medical technology ma- jor occupied 42. 0%. Conclusions： The amount of the hygiene inspection manpower in Guizhou prov- ince is lack, and they tend to aging, the professional quality is lower. These characteristics impact our disease prevention and control work and the ability to deal with the emergency public events to some degree.
