Strategic Choice and Path of Developing Low-Carbon Economy in Shaanxi Province

提出陕西省应制定"以制度创新为根本,以技术创新为动力,优化产业结构,调整能源结构"的低碳发展战略,分析了该战略对陕西省经济发展的促进作用。规划出低碳发展过程中应遵循的"先紧后松"路径,与各发展阶段的工作重点。

This paper proposed that Shaanxi Province should formulate the low-carbon economy development strategy as ＂ taking institutional innovation as foundation, taking technical innovation as driving force, optimizing the industrial structure, adjusting energy structure ＂ , and analyzed this strategy＇s role in promoting Shaanxi Province＇s economic development. The paper planned out the ＂ first tight then loose ＂ path that should be followed in the process of low-carbon development, and the focus of every stages.
