ON THE NATURE RESOURCES PROBLEMS AND THE WORLD ECONOMIC PATTERN IN THE 21ST CENTURY

社会经济要实现可持续发展 ,必须以资源环境的可持续开发利用为前提 ,以科学技术的不断进步为手段。对资源问题的认识与处理 ,迄今仍有理论上的分歧 ,言行上的脱节 ,更有实践中的障碍 ,政策上的失误。本文指出 :任何情况下 ,人类都不应该也不可能忽视资源要素的状况 ,2 1世纪世界经济格局的演变仍然受到资源环境的制约和导向。

To carry out sustainable development, social economy must depend on the continuous progress of science and technology on the premise of resources and environmental sustainable utility. There have not only theoretical disagreement and discordance of the words and deeds, but also practical obstacles and policy errors. The article discusses these above questions. It is also referred that we can't and shouldn't neglect resource's situation, and the development of the world economic pattern in the 21st century are still restricted and guided by resources and environment.
