我国风险环境治理中的府际关系:问题及改进

China's Inter-Governmental Relationship in Risk Management of Environment:Problem and Improvement

政府在环境风险治理中发挥着非常重要的功能,府际关系则是直接关系到政府效能发挥的主要因素。我国现有的环境风险管理体制在政府间横向关系和纵向关系上都具有一定的缺陷,造成一定程度上的"政府失灵"。对此,应在横向关系上加强政府部门间的协调、实现环境与发展综合决策;在纵向关系上实现中央与地方的合理分权,建构良好的环境风险治理府际关系。

Abstract： Local government plays a vital role in environment risk management. The inter-governmental relation- ship is directly related to the effectiveness of government function. In the current environment risk management system, there is some deficiency in both vertical and horizontal relations and thus causes a degree of ＂ govern- ment failure＂. For this, we should strengthen the horizontal relationship among govemment departments, achie- ving intergovernmental cooperation and comprehensive decision in environmental protection and development. In the vertical relationship between the central government and the local government, reasonable decentralization should be realized in order to establish good environmental risk management.
