The implementati on of the market-oriented reform in the industry of sewage treatment greatly promotes the development of the industry in China, but it is possible for the total cost of sewage treatment to be exaggerated. The paper analyses the influence factors on the total cost of sewage treatment, and proposes policy suggestions from the perspectives of constructing incentive mechanism and cultivating civil society to optimize the total cost of sewage treatment.
