体制内的自由职业者:政务导游角色定位刍议

本文介绍了政务导游这种从导游的传统角色类型中新分化出来导游类型,并着重讨论了政务导游的体制回归以重新定位其角色的问题。本文认为,以建立导游自由职业者制度为目标的导游行政管理体制改革不能简单理解为导游与体制的疏离,政务导游的产生及其角色定位的核心问题,在于新的体制联结有助于建立起双方间的规范性正常交往关系,确保彼此的利益关切。

In this paper,a new type of guide,who is called government guide,and its institutional new ties with the local government is discussed.Based on a institutional analysis,this paper tries to answer the question of why such institutional ties need to be rebuilt through focusing on discussing the change of the guides’ institutional roles and status,their occupational identity confusion and the pressure for the need of displaying locality in developing local tourism.This paper argues that the government guide,whose special identity as ' a freelancer who is employed by the government ',should be considered as a way of institution reconstruction to rectify the deviation of one sided emphasis on the guides as freelancers.And the special influence of the government’s tourism policy on the procedure of the guides’ institutionalization should also be seriously considered.
