Capital administration is one of the weak parts of the management in Chinese state-owned enterprises and should be greatly strengthened. It's necessary for the enterprise to decrease the cost and improve the efficiency of the assets inside. However, merging is an effective tactic of investment outside the enterprise. The state-owned enterprises could obtain their competitive advantages through these two means.
