城市计划管理用水定额与其分析计算

City Water Consumption for Plan Management and Its Analytical Calculation

针对城市用水定额在水资源利用中的作用 ,提出现行用水定额在实际运用中存在的问题。由此提出城市用水定额应分为两类 :规划设计用水定额及计划管理用水定额。本文就它们分别进行了定义 ,并以此对计划管理用水定额提出了计算方法。用一个假想例子的计算结果表明 ,该方法既能考虑用水技术和水源供水量变化对计划管理用水定额的影响 ,又能在考虑供水不足时损失的分摊而体现计划管理用水定额的经济合理性 。

With the purpose of the role of city water consumption quota in water resources use, this paper advances some problems concerning current water use quota existing in practical operation, on the basis of which the city water consumption can be divided into two groups, i.e; planning design water consuption quota and plan management water consumption quota. This paper also defines them respectively, on the basis of which a calculation method is presented for plan management water consumption. The calculated results from one assumed case indicate that this method takes into account the effect of water use technology and variation in water supply upon the plan management water consumption quota, and the loss sharing in the case of short of water supply either, whereby embodying the economic rationality of management water consumption quota and indicating that this method is scientifically rational.
