摘要
如何科学管理大城市新区静态交通系统,避免交通拥挤和停车难现象向新区蔓延已成为城市交通领域的重要课题。从分析国内外先进静态交通系统管理经验入手,通过分析大城市新区自身特点,提出必须对其静态交通系统进行时间、空间2个维度的一体化管理,并从功能框架、管理体制、机构设置等方面构建了一体化管理体系。对保障静态交通系统一体化管理的法律与行政、经济、科技等手段进行了探讨。
According to the structural equation theory, the structural equation model is established, which considers the relationships among social norms, problem awareness, liability, willingness to act, perceived effectiveness, perceived interest, perceived fairness, perceived freedom and public acceptance of congestion pricing. Based on 437 responses of a questionnaire survey including A and 13 price collection schemes, the model is evaluated and modified. The results show that the relationships between perceived effectiveness and perceived fairness, and between perceived fairness and perceived interest are more remarkable under scheme I3, which has a high pricing rate. The perceived effectiveness that directly in- fluences the measured acceptability is the biggest in the scheme ]3. In both schemes the perceived effectiveness and per- ceived fairness are always the two direct factors having the biggest effect on acceptability. Among the indirect influencing factors, the willingness to act has the most striking effect on the acceptability. Furthermore, wiilingness to act also plays a role in perceived effectiveness but makes no difference on perceived fairness.
