外商直接投资对区域生态效率的影响——基于中国省际面板数据的检验

Impact of Foreign Direct Investment on Regional Eco-efficiency:Tests Based on China’s Provincial Panel data

近年来,有关外商直接投资对中国环境效应的研究和讨论不断涌现,然而现有研究大都集中于对FDI造成的环境污染绝对数量的研究,鲜有从"经济、资源和环境"协调发展的"可持续发展"理念出发,对FDI对中国"又好又快"发展作用的探讨。本文首先利用DEA方法计算"区域生态效率"这一可持续发展衡量指标,然后使用中国省际面板数据Tobit模型,对外商直接投资对区域生态效率的影响进行检验。结果发现,外商直接投资对区域生态效率有显著的正向影响,但这种影响主要发生在东部地区。

Recent years have witnessed a proliferation of literatures and dis- cussions about the effect of foreign direct investment to Chinese environment, however these studies mainly focus on the sheer quantity of pollution which caused by the foreign direct investments in China, and there is few paper explor- ing the interaction between foreign direct investments and a sound and fast devel- opment of China with the idea of sustainability and consistency of economics ad- vancement, resource and environment. For a start, this paper uses DEA to calcu- late ＂Regional ecological efficiency＂ as an index to measure the sustainability of Chinese provincial development. Then we use Tobit model with Chinese provin- cial panel data to test the effect of foreign direct investment on Regional ecolog- ical efficiency. The results of regressions show that foreign direct investments will exert a positive influence on regional ecological efficiency in China, yet pri- marily among the eastern provinces.
