地区学前教育发展水平及其影响因素分析

An Empirical Study on the Effects of the Government Financing on the Regional Development of Early Childhood Education

利用1996-2009年的省级面板数据,本文分析了地区学前教育发展水平的影响因素。研究发现,与经济发展水平和人口结构因素相比,当前政府学前教育财政投入水平对地区学前教育发展的影响相对较小,且在经济意义上并不显著。通过将全国地区分为东部、中部和西部进行分组分析表明,政府对学前教育的财政投入在东部、中部、西部及少数民族自治区对学前教育发展的作用各异。在我国现行学前教育财政体制下,政府投入如果主要用于公办园质量的提高,则其扩大学前教育机会的作用会被抑制。

Using provinces＂ panel data from 1996 to 2009, this paper analyzes the factors influencing the development of early childhood education. Compared with the level of economic development and demographic composition, the effect of government funding on the access of preschool education is relatively small and various in different regions. Under the current funding structure, the effect of raising enrollment rate will be inhibited if government funding is mainly used to enhance the quality of public kindergartens.
