摘要
韩国政府自20世纪60年代开始关注绩效管理,经过了政府绩效管理的制度引进阶段、系统化阶段、快速发展阶段和整合阶段四个时期,积累了大量政府绩效管理理论和实践的宝贵经验。自改革开放以来,我国政府绩效管理主要经历了以行政效率为中心、以服务质量为中心和以科学方法为中心的三个发展时期。通过对韩国中央政府和地方政府绩效管理实践以及发展历程的探析,将有助于加快我国政府绩效管理的法制化进程,构建多元化的政府绩效评估主体,实现政府绩效管理战略性与协同性的统一,从而进一步丰富和完善我国政府绩效管理体系,建立起适合我国国情的政府绩效管理框架。
Since the 1960s, South Korean government has begun to focus on performance management and went through four periods of introduction, systematization, rapid development and integration of the government performance management (GPM) system. During these periods, South Korean government accumulated a great deal of valuable experiences in theory and practice of GPM. China's GPM, since its reform and opening up, went mainly through three development periods that are centered on administrative efficiency, service quality and scientific methods. We believe that probing into the performance management practices and development process of Korean central and local governments will help speed up the legalization process of Chinat performance management, build diversified government performance evaluating bodies, as well as realize strategic and synergistic unification of GPM, which will further enrich and improve Chinas GPM system and establish a GPM framework suitable for China.
